מיד מתקבצין ובאין עובדי כוכבים בערבוביא שנאמר (ישעיהו מג, ט) כל הגוים נקבצו יחדו [וגו'] אמר להם הקדוש ברוך הוא אל תכנסו לפני בערבוביא אלא תכנס כל אומה ואומה
Thereupon all the nations will come and gather in confusion, as it is said, “All the nations are gathered together” etc. (Isaiah 43:9). The Holy Blessed One will then say to them: “Do not come before Me in confusion, but let each nation

At first all of the nations come in front of God all mixed in together. But then they separate such that each comes one at a time. As we shall see, each kingdom will come in front of God, one at a time.
