Commentary for Avodah Zarah 41:11

ובחו"ל מוכרין וכו': מאי טעמא כיון דמרחק לא גזרינן

But abroad, the one as well as the other may be sold. What is the reason? Because it is far from Israel they do not make any decree.

Outside of the land of Israel, fields and houses may be sold to them. Since they are far removed from the land, there is no reason to be strict.
