החרצנים והזגים של עובדי כוכבים וכו': ת"ר החרצנים והזגים של עובדי כוכבים לחין אסורין יבשים מותרים הי נינהו לחין והי נינהו יבשין אמר רב יהודה אמר שמואל לחין כל י"ב חדש יבשים לאחר י"ב חדש
Grape pits and grape-skins of idolaters etc. Our Rabbis taught: Grape pits and grape-skins of idolaters are forbidden while moist but permitted when dry. Which are considered moist and which dry? Rav Judah said in the name of Shmuel: They are considered moist during the first twelve months, and dry after the twelve months.

Once the grape pits and skins have dried up they are permitted. The “wine” in them has totally disappeared. But this process takes a full twelve months. That’s a long time to dry up.
