רב אשי אמר לעולם שמיה גזלן ומאי לא שמיה גזלן שלא ניתן להשבון:

because R. Hiyya taught: He who robs the public<span class="x" onmousemove="('comment',' The two claimants being regarded as the 'public' (lit., 'many').
