אמר אביי שב ואל תעשה הוא רבא אמר הפקר ב"ד היה הפקר דאמר ר' יצחק מנין שהפקר ב"ד היה הפקר שנאמר (עזרא י, ח) וכל אשר לא יבוא לשלשת הימים כעצת השרים והזקנים יחרם כל רכושו והוא יבדל מקהל הגולה
