ומי אמר שמואל הכי והאמר רב יוסף אמר רב יהודה אמר שמואל אין הולכין בפיקוח נפש אחר הרוב אלא כי איתמר דשמואל ארישא אתמר אם רוב עובדי כוכבים עובד כוכבים אמר שמואל ולפקח עליו את הגל אינו כן
