ת"ש אין לה רחוב אין נעשית עיר הנדחת דברי רבי ישמעאל ר' עקיבא אומר אין לה רחוב עושין לה רחוב

Mar Kashisha, the son of R. Hisda, said to R. Ashi: But are we really not to interpret the verse literally?
