וסדר עגלה ערופה כיצד כי ימצא חלל באדמה ויצאו זקניך ושופטיך שלשה מב"ד הגדול שבירושלים היו יוצאין רבי יהודה אומר חמשה וכו'
TO WHAT DOES ALL THE FOREGOING APPLY? TO VOLUNTARY WARS etc. R. Johanan said: [A war] which is [designated] voluntary according to the Rabbis is commanded according to R.
