Commentary for Yoma 169:1

ושמואל אמר לפקח עליו את הגל כי איתמר דשמואל ארישא איתמר אם רוב כותיים כותי אמר שמואל ולענין פקוח נפש אינו כן

whereas Samuel said: [It was taught] with reference to removing the debris for its sake?<span class="x" onmousemove="('comment',' Which seems to indicate that even in the case of saving human life it is the majority which decides the legal attitude.');"><sup>1</sup></span> - The words of Samuel refer to the first clause, 'If the majority are heathens, it is considered a heathen'. It is in connectio therewith that Samuel said that it did not apply to the saving of life.<span class="x" onmousemove="('comment',' Samuel holds that even in that case life must be saved, majority or minority not influencing such a duty.');"><sup>2</sup></span>
