רוצח הא דאמרן גואל הדם מאי היא דתניא (במדבר לה, כא) גואל הדם ימית את הרוצח מצוה בגואל הדם ומניין שאם אין לו גואל שב"ד מעמידין לו גואל שנאמר (במדבר לה, יט) בפגעו בו מכל מקום
