Elazar stated: The dead outside the Land will not be resurrected; as it is said, “And I will set My glory (tzvi) in the land of the living,” (Ezekiel 26:20) in a land in which I have my desire (tzvi) the dead will be resurrected, but in [a land] in which I have no desire, the dead will not be resurrected.
