Rav Judah said in the name of R. Assi: The judges of fines in Jerusalem received their salaries out of the Temple funds [at the rate of] ninety-nine maneh [per year]. If they were not satisfied, they would give them more. “They were not satisfied”? Are we dealing with wicked men? Rather, [if the amount was] not sufficient, they would give them more even if they did not want it.
