Commentary for Berakhot 125:2

אלא אמר רבא כי ביתו מה ביתו אקפנדריא קפיד אינש ארקיקה ומנעל לא קפיד אינש אף ב"ה קפנדריא הוא דאסור רקיקה ומנעל שרי:

But, answered Raba : [The Synagogue] is analogous to his own house — as a man is concerned about anybody using his house as a short cut but is not concerned about expectoration or [the wearing of] shoes, so also with the Synagogue, as a short cut it is prohibited, but expectoration and [the wearing of] shoes are allowed.
