Commentary for Ketubot 170:8

איבעיא להו שכן וקרוב מאי ת"ש (משלי כז, י) טוב שכן קרוב מאח רחוק שניהם קרובים ושניהם שכנים ושניהם חכמים שודא דדייני

The question was asked: What if one is a neighbor and the other a relative? Come and hear; “Better is a neighbor that is near than a brother that is far off” (Proverbs 27:10). If both are relatives, or both are neighbors or both are scholars the decision is left to the discretion of the judges.
