ת"ר (דברים כב, יט) וענשו אותו זה ממון (דברים כב, יח) ויסרו זה מלקות

Our rabbis taught: “And they shall punish him” (Deuteronomy 22:19) this refers to a monetary fine; “And chastise him” (v. 18) this refers to flogging.
