Commentary for Makkot 46:10

ושאילת שלום דכתיב (רות ב, ד) והנה בועז בא מבית לחם ויאמר לקוצרים ה' עמכם ואומר (שופטים ו, יב) ה' עמך גבור החיל מאי ואומר וכי תימא בועז הוא דעביד מדעתיה ומשמיא לא אסכימו על ידו ת"ש ואומר ה' עמך גבור החיל

What does [the baraisa mean with] "And it also said"? That if you will attemp to say that Boaz was acting from his own intuitiuon, but Heaven did agree with him, then come and learn, "And he said 'Hashem is with you, man of valor'.".

So that they can receive reward by virtue of holding themselves back from transgressions. Therefore, [God] increased [the number of commandments] for them. [God] did not need to command them so many commandments regarding vermin and carcasses which people naturally can't stand, but did so in order to give people reward for avoiding them.
