וכשבאו בני נח התיר להם שנאמר (בראשית ט, ג) כירק עשב נתתי לכם את כל יכול לא יהא אבר מן החי נוהג בו ת"ל (בראשית ט, ד) אך בשר בנפשו דמו לא תאכלו יכול אף לשרצים ת"ל אך

— Did not R. Jose b. Abin, or as others say, R. Jose b. Hanina, state: [And the uncircumcised man child whose flesh of his foreskin is not circumcised, that soul shall be cut off from his people;] he hath broken my covenant<span class="x" onmousemove="('comment',' Gen. XVII, 14. ');"><sup>16</sup></span>

Tosafot on Sanhedrin

s.v. "And behold, Fructification and Muliplication": It is astonishing -- why do you think it was not said to gentiles? And if it is because it was not counted in the Seven Noahide Laws -- behold v.s. [Sanhedrin 58b] "rise-and-do laws are not counted." And possibly this is also an abide-and-refrain, because He who commanded Fructification and Multiplication also commanded not to waste semen.
