אמר רבי ינאי בריה דרבי ינאי סבא משמיה דרבי ינאי רבה מוטב תיגלל המטפחת ואל יגלל ספר תורה:

Yannai the son R. Yannai the elder said in the name of the great R. Yannai: It is better that the covering [of the scroll] should be rolled up [with the scroll] and not that the scroll of the Torah should be rolled up [inside the covering].
