גנב מי שחציו וכו': תנן התם רבי יהודה אומר אין לעבדים בושת
Raba said: Therefore, the instructors of children and teachers of students are [regarded] as having their charges ready to hand, and hence are not punished [for abducting them].

To not steal a soul of Israel: To not steal a soul of Israel, as it is stated (Exodus 20:13), "You shall not steal." And the explanation comes that the verse is speaking about stealing souls (kidnapping) (Sanhedrin 86a).

And they, may their memory be blessed, said (Sanhedrin 86a) that this is the warning [about] stealing money. And the content of theft is like I explained in the Order of Mishpatim (Sefer HaChinukh 54).
