Midrash for Chullin 264:25

ולעביד ליה מר מיהת כר' אחא בר חנינא

R'Hisda said: A priest [a butcher] who does not give the dues [to another priest] is to be put under the ban of the Lord God of Israel.

"from the people": and not from others (i.e., gentiles), and not from his fellow Cohanim.
