וכי מאחר דאפי' תלתא עשרה מבעיא עשרה קדמה שכינה ואתיא תלתא עד דיתבי:

Since [the Shekinah is] even with three, why mention ten ? With ten, the Shekinah precedes them ; with three, it waits until they are seated [to try cases].
