Musar for Pesachim 16:17

ושמואל אמר עליונה ושלפנים הימנה מאי טעמא דייק עליונות והא חיצונה קתני למעוטי גוייאתא דגוייאתא רבי חייא תני כוותיה דרב וכולהו תנאי תנו כוותיה דשמואל והלכתא כוותיה דשמואל:

Rab said: [That means] the upper row and the one beneath it;<span class="x" onmousemove="('comment',' In the outermost row facing the door.');"><sup>18</sup></span> while Samuel said: [That means] the upper row and the one on the inside of it. What is Rab's reason? - Because he emphasizes: OUTER'But it [also] teaches: UPPERMOST? - That is to exclude those beneath the lower one.<span class="x" onmousemove="('comment',' I.e., all rows from the third from the top and downwards.');"><sup>19</sup></span> While Samuel says: 'The upper row and the one on the inside of it.' What is the reason? Because he emphasizes: UPPERMOST. But it [also] states: OUTER? - That is to exclude the inside of the inner.<span class="x" onmousemove="('comment',' Those within the second row of the top layer.');"><sup>20</sup></span> R'Hiyya taught in accordance with Rab, while all tannaim recited as Samuel. And the law is as Samuel.<span class="x" onmousemove="('comment',' From the fact that all post-Talmudic authorities accept Rab's view, however, it would appear that this passage was absent from their texts; [v. Tosaf. Yom Tob on our Mishnah and MS.M. R. Hananel, however, has this passage and accepts Samuel's ruling.]');"><sup>21</sup></span>

The general principle to distinguish between the two types of fear is as our sages specified saying: "where harm is likely it is different" (Pesachim 8b).

Orchot Tzadikim

If a rabbi and Pious Man is far from his city he should not hold himself back from going there to study because of his fear of the roads, as does the lazy man who excuses himself by saying "There is a lion without; I shall be slain in the streets" (Prov. 22:13). But a man should keep in mind that many people travel and are not injured. So he too should not restrain himself from the journey out of fear, for those who are sent to fulfill a command of the Torah are not injured (Pesahim 8b).
