אמר רבי אלעזר לאו שבועה הן שבועה בשלמא לאו שבועה דכתיב (בראשית ט, טו) ולא יהיה עוד המים למבול וכתיב (ישעיהו נד, ט) כי מי נח זאת לי אשר נשבעתי אלא הן שבועה מנא לן סברא הוא מדלאו שבועה הן נמי שבועה
