Likewise, Rabban Simeon b. Gamaliel does not contradict himself. In the case of the reading of the Shema', its validity depends on Kawwanah, and we testify that [the bridegroom] would not be able to concentrate his mind ; but here, if one saw [a man not working on the ninth of Ab] he would merely say "He has no work to do."
