Reference for Berakhot 42:3

במאי קא מפלגי מר סבר יחיד אומר קדושה ומר סבר אין יחיד אומר קדושה

In what do they differ ? The former is of the opinion that the individual says the "Sanctification," whereas the other is of the opinion that the individual does not say it.
