אמר רב נחמן בר יצחק שהיו גוזרין גזירות על גזילות כדתניא קיטמה נטיעה ר' יוסי אומר גוזרי גזירות שבירושלים אומרים נטיעה בת שנתה שתי כסף בת שתי שנים ארבע כסף

Nahman b. Yitzchak said: That they would decree fines for acts of robbery; as it was taught: If [a beast] bit off a plant: R. Yose says: Those who decreed fines in Jerusalem ruled that if the plant was in its first year [the owner of the beast pays as compensation] two silver pieces. If it was in its second year [he pays as compensation] four silver pieces.
