ריש לקיש אמר לפי שאין אומרים ברכה על הפורענות אלא היכי עביד תנא כשהוא מתחיל מתחיל בפסוק שלפניהם וכשהוא מסיים מסיים בפסוק שלאחריהן

Resh Lakish said: It is because a blessing should not be said for punishment. What then should he do? A Tanna taught: He begins his reading with a verse before them and concludes it with a verse after them.
