רבי יהודה אומר אחד כותב לנשיא ואחד כותב להדיוט ומה בין כותב לנשיא לכותב להדיוט הכותב לנשיא אין צריך לזכות והכות' להדיוט צריך לזכות וחכמים אומרים אחד זה ואחד זה צריכים לזכות לא דברו בנשיא אלא בהוה:
