אין מוציאין כו': מנהני מילי אמר ר' אבהו דאמר קרא (במדבר כז, כא) ולפני אלעזר הכהן יעמוד

why the need of both verses? — The one states the law itself; the other, its practice.<span class="x" onmousemove="('comment',' Ex.
