תניא ר"א אומר זקנים שבדור כהוגן שאלו שנאמר (שמואל א ח, ו) תנה לנו מלך לשפטנו אבל עמי הארץ שבהן קלקלו שנאמר (שמואל א ח, כ) והיינו גם אנחנו ככל הגוים ושפטנו מלכנו ויצא לפנינו
