אמר רב יהודה אמר רב לא יאותו יאותו ממש אלא כל שאילו עומד בקרוב ומשתמש לאורה ואפילו ברחוק מקום וכן אמר רב אשי ברחוק מקום שנינו

Rab Judah said in the name of Rab : The phrase "until one can make use of its illumination" does not mean that one must actually use it, but if one who stands near to it can use its light, then even those who are at a distance [may say the benediction]. Similarly said Rab Ashe : We have learnt that one at a distance [may say the benediction].
