תפלה של יד אינה מעכבת: אמר רב חסדא לא שנו אלא שיש לו אבל אין לו מעכבת
This is the reward [of the precept] in this world; and as for its reward in the future world I know not how great it is. Rab Judah said, A borrowed garment is exempt from zizith for the first thirty days, thereafter it i subject to it.

Q. Is a person who has had a nocturnal pollution permitted to put on the phylacteries?
A. The custom is widely accepted to permit such a person to study the Torah, to recite his prayers, and to put on his phylacteries.
