אמר רב ששת כל שאינו מניח תפילין עובר בשמונה עשה

THE [ABSENCE OF THE] HAND-TEFILLAH DOES NOT INVALIDATE THE HEAD-TEFILLAH. R'Hisda said, This was taught only when he has [both],<span class="x" onmousemove="('comment',' I.e., he possesses both tefillin; in that case the wearing of one is not dependent upon the other.');"><sup>9</sup></span>

Q. Is a person who has had a nocturnal pollution permitted to put on the phylacteries?
A. The custom is widely accepted to permit such a person to study the Torah, to recite his prayers, and to put on his phylacteries.
