אמר רב פפא קסברי במערבא ואמרת אליהם נמי לא הויא התחלה עד דאמר ועשו להם ציצית

Rab Pappa replied : In the West they hold that "And thou shalt say unto them" is likewise not considered a commencement, until one adds "And they shall make for themselves fringes."
