Tosefta for Pesachim 79:13

תרגומא אקמחא בתר דנפיק אמר מ"ט לא אימא ליה מהא דאמר רבי זירא אמר רב ירמיה אמר שמואל חיטין של מנחות אין לותתין אותם וקא קרי להו סולת

What is the reason that those of villages [are clean]? Is not because they do not wash [the grain],<span class="x" onmousemove="('comment',' And eatables cannot become unclean unless moisture has previously been upon them.');"><sup>19</sup></span> yet he calls it 'fine meal'?<span class="x" onmousemove="('comment',' Which shows that fine bread is possible without washing.');"><sup>20</sup></span>

Tosefta Pesachim

[Kernels of] wheat or barley that were soaked in water and became leavened -- behold, they are forbidden. Rabbi Yosei says, [kernels of] barley that were soaked in water and burst open, behold, they are forbidden; and [barley soaked] in vinegar, either way (i.e., whether they burst open or not), they are permitted because the vinegar contracts them (Pes. 40a:5).
