Tosefta for Pesachim 79:5

ר' יוסי אומר שורן בחומץ וחומץ צומתן אמר שמואל אין הלכה כר' יוסי

barley on Passover; and if one did wash [them] and they split, they are forbidden;<span class="x" onmousemove="('comment',' Because then they turn leaven very quickly.');"><sup>7</sup></span> if they did not split, they are permitted. R'Jose said: He can soak them in vinegar.

Tosefta Pesachim

[Kernels of] wheat or barley that were soaked in water and became leavened -- behold, they are forbidden. Rabbi Yosei says, [kernels of] barley that were soaked in water and burst open, behold, they are forbidden; and [barley soaked] in vinegar, either way (i.e., whether they burst open or not), they are permitted because the vinegar contracts them (Pes. 40a:5).
