Both according to Rava who said this is why we do not say Hallel, as we were still the servants of Ahasuerus - then if not for that, we would say it -

As well as according to Rav Naḥman who said [that] the reading of the Scroll is in place of Hallel.

All the other lands were [not] fit for song over the miracle that occurred to them.
