Commentary for Berakhot 105:10

בדין הוא דאפי' מחצה על מחצה נמי מברך ואיידי (דתנ') רישא רוב נכרים תנא סיפא רוב ישראל:

It is quite right that even if they are half and half, he should also say the benediction ; but since he taught the first clause "If the majority are gentiles," he also adds "If the majority are Israelites."
