ומנין לשלשה שיושבין בדין ששכינה עמהם שנאמר (תהלים פב, א) בקרב אלהים ישפוט
And whence is it that when three sit and judge, the Shekinah is in their midst? As it is said, "In the midst of the judges He judgeth" (ibid.).

Elohim means "God or gods" but also "judges." See Exod. xxi. 6, R.V. marg. According to Jewish law, a case was tried by at least three judges.
