ומנין שהתפילין עוז הם לישראל דכתי' (דברים כח, י) וראו כל עמי הארץ כי שם ה' נקרא עליך ויראו ממך ותניא ר' אליעזר הגדול אומר אלו תפילין שבראש
But whence is it that the Tefillin are a strength to Israel? As it is written, "And all the peoples of the earth shall see that the name of the Lord is called upon thee, and they shall he afraid of thee" (Deut. xxviii. 10); and there is a teaching: R. Eliezer the Elder says : This refers to the Tefillin worn on the head.

The arm-Tefillin would be covered by the sleeve, but that of the bead would be visible. Also, the latter is inscribed with a symbol of the divine Name ; see Oesterley and Box, p. 448.
