דשמע משמע היינו בשורות טובות ותנן על בשורות טובות אומר ברוך הטוב והמטיב
But if he heard [that it had been raining] it is good tidings, and our Mishnah states : For good tidings one says, "Blessed... Who art good and dispensest good"!

Therefore it was unnecessary for the Mishnah to specify "For rain and good tidings," since the latter includes the former.
