אמר רב יוסף כמה מעליא הא שמעתתא דכי אתא רב שמואל בר יהודה אמר אמרי במערבא ערבית דבר אל בני ישראל ואמרת אליהם אני ה' אלהיכם אמת
Rab Joseph said : How excellent is the teaching which, when Rab Samuel b. Judah came [from Palestine], he reported, viz. : In the West they say in the evening, "Speak unto the children of Israel and say unto them I am the Lord your God. True."
Abraham Cohen Footnotes to the English Translation of Masechet Berakhot
I.e. they say the opening and closing words of the third paragraph of the Shema', leaving out all in between, because it refers to the law of "Fringes" which does not apply at night.
