הכי קאמר הא מילתא תיתי לה בתורת טעמא ולא תיתי לה בק"ו דאי אתיא לה בתורת ק"ו זהו ק"ו שאין עליו תשובה:

But this is what he means to say : This question [of carrying Tefillin in a regular privy but not a chance one] thou mayest argue with a reason; but thou must not argue it by means of a fortiori deduction, for if thou usest this method of argument, it is an argument which cannot be refuted.

As follows: An occasional privy is not to be treated as strictly as a regular one; if then we are permitted to hold the Tefillin in the latter, how much more so in the former! This is irrefutable as an argument, but it nevertheless leads to a wrong conclusion. We have consequently to base our position on the practical consideration of the possibility of soiling the hand.
