<big><strong>מתני׳</strong></big> ר' אלעזר בן עזריה אומר אין תפלת המוספין אלא בחבר עיר וחכ"א בחבר עיר ושלא בחבר עיר ר' יהודה אומר משמו כל מקום שיש שם חבר עיר יחיד פטור מתפלת המוספין:

MISHNAH R. Eleazar b. 'Azariah says : The additional Tefillah is only to be said with the local Congregation. The Sages say: Whether with or without the local Congregation. R. Judah says in his name: In any place where there is a local Congregation, the individual is exempt from the additional Tefillah.
