ת"ר אסור לו לאדם שיהנה מן העוה"ז בלא ברכה וכל הנהנה מן העוה"ז בלא ברכה מעל מאי תקנתיה ילך אצל חכם
Our rabbis taught (in a baraita) It is forbidden for a person to enjoy [something] from this world without a [saying] a blessing and anyone who enjoys [something] from this world without [saying] a blessing steals.

The word used here, ma'al, refers to the offence of utilising property belonging to the Temple by a non-priest. The Universe is regarded as the Divine Temple; but by virtue of the benediction, one becomes consecrated and permitted to partake of its produce.
