Commentary for Chagigah 5:11
אמר רבי תנחום חיגר ברגלו אחת פטור מן הראיה שנאמר רגלים
R. Tanchum said, He that is lame in one foot is exempt from the "appearing", as it is said, "footgoing (regel) times."

In order to give reward to those that bring them: And upon this, [people] have relied to bring small children to the synagogue.
