אמר רב במקום שאין כותבין כתובה עסקי' ושמואל אמר אף במקום שכותבין כתובה

Rav said: We are dealing with a place where they do not write a ketubah. And Shmuel said: [Our Mishnah refers] even to a place where they do write a ketubah.
