Commentary for Kiddushin 53:1

נתון לו ליהושע ומקומו מושכר לו ועישור אחר שאני עתיד למוד נתון לו לעקיבא בן יוסף כדי שיזכה בו לעניים ומקומו מושכר לו ש"מ בעינן צבורים בה שאני התם כי היכי דלא ליטרחינהו

be given to Joshua,<span class="x" onmousemove="('comment',' I.e., R. Joshua b. Hanania, who was a Levite.');"><sup>1</sup></span> and its place [where it is lying] be rented to him; and the other tenth which I am to measure out be given to Akiba B'Joseph, that he shall acquire it on behalf of the poor,<span class="x" onmousemove="('comment',' It was either the third or the sixth year after the year or release (shemittah) , when a tithe must be given to the poor. R. Gamaliel had forgotten to separate the tithes before leaving home, nor had he authorized his household to do so, and he was afraid that they might eat thereof before his return. Tosaf.: It was the time when all tithes had to be given up (likewise at the end of the third and the sixth years: though the tithes were separated before, they might be kept in the house of the Israelite until then) , and R. Gamaliel chose this way of giving it. In that case it would appear that the tithes had already been separated, but the phrase, 'which I am to measure out' suggests otherwise; v. Daf Shevui to Kiddushin

In this story, Rabban Gamaliel wants to eat his produce but tithe it by setting aside produce not on the ship. This way he can eat all the food on the ship. He declares that the first tithe will go to R. Joshua (who is a Levite) and the poor tithe will go to Akiva b. Joseph, who is poor. To transfer them the produce, he rents the space to them so that they can acquire it. This seems to prove that to transfer movables, the movables must be on the land being transferred.
The Talmud rejects the proof. He might have rented them this property just so they could leave the tithes there for a while.
