Commentary for Megillah 51:5
ור' מנחם בר יוסי מאי טעמיה הואיל והעם מתפללין בו בתעניות ובמעמדות ורבנן ההוא אקראי בעלמא:
What is the reason of R. Menahem b. Yose? — Because the people pray in it on fast days and at gatherings of the ma’amad. And the rabbis? — That happens only on occasion.

because the town square is not normally used for prayer it does not attain any sanctity therefore if you sell the town square the proceeds may be used for anything
