Blessings and curses - For if according to my statutes, to tell that it is due to matters of sin that punishment comes to the world, so that they will repent and be saved from the trouble for which they are fasting.

Rashi on Megillah

We read "All the firstlings" — However we begin "Tithe, You shall surely tithe" for in that Parasha there are many commands and statutes that pertain to the festival in that time, for it is the time of the [crop] ingathering, and the time when the poor gather comestibles into their houses. And also in that Parasha are the commands of the Second Tithe and the commands of Give, Ye shall Give [Charity], and of Open, Ye Shall Open [Lending before the Seventh Year], and of Furnish, Ye Shall Furnish [Gifts to the Freed Slave], and of Sending Him Away Without Charge, and of Lend, Ye Shall Lend [Lending to the Needy]
